How do I compare and switch energy providers in VIC?

There are 3 main factors that should be front of mind when comparing energy providers in Victoria.

Price. There's usually room to find a better energy plan than what you're currently on, especially if you haven't switched providers in over 12 months. You can use our comparison engine to find the best price available to you in your area.
Discounts. You will see these displayed as either discounts or a percentage less than the Victorian Default Offer (VDO). The VDO is a benchmark set by the government to help you compare energy plans.
Hidden costs. Always read the terms and conditions set by a provider as there might be extra costs that aren't displayed straight away. These include connection/disconnection fees, meter reads, credit card charges and late fees.

How do I claim the $250 energy rebate in Victoria?

Households in Victoria can access round 2 of the $250 Power Saving Bonus as of 24 March 2023.

More than 1.7 million households have already taken advantage of the rebate since it was launched in 2022.

All you have to do is head to the Victorian Energy Compare website to start the application process.

Do I qualify for any other energy rebates or concessions in VIC?

Apart from the $250 Power Saving Bonus, you could be eligible for further rebates and concessions.

Annual electricity concession
This concession is available year-round and is calculated once discounts from your energy provider and any solar credits have been deducted.

- You may apply for the Victorian Annual Electricity Concession if you hold a Pensioner Concession Card, Health Care Card or Veterans' Affairs Gold Card.
- 17.5% of your electricity usage and service costs.
- You will need to contact your energy provider directly and give your concession card details.

Controlled load electricity concessionThis concession gives you a discount on controlled load usage charges for separately-metered hot water or slab heating systems.

The discount is available year-round but only applies to the controlled load or dedicated circuit parts of your bill for the heating system.

- You must hold a Pensioner Concession Card, Health Care Card or Veterans' Affairs Gold Card.
- 13% of controlled load electricity costs.
- Phone your electricity provider and give them your concession card details. They'll handle the rest.

Excess electricity concession
You can apply for this concession type if your usage and service costs are above $3,000 per year starting 1 December 2021. Please note this amount can change each year.

- You must hold a Pensioner Concession Card, Health Care Card or Veterans' Affairs Gold Card.
- 17.5% of electricity usage and service costs.
- Your electricity provider will check your eligibility before sending you an application form to fill out. However, if you receive the life support or medical cooling concession you won't need to apply – your provider will directly apply the concession to your account.

Excess gas concession
Households with a gas bill above $1,734 between 1 May and 31 October 2022 can apply for the excess gas concession. Keep in mind this amount is likely to change year on year.

- You must hold a Pensioner Concession Card, Health Care Card or Veterans' Affairs Gold Card.
- 17.5% of gas usage and service costs (after discounts are applied).

Life support concession
If you or another member of your household requires energy-intensive medical equipment at home, you may be entitled to a quarterly discount for the power used.

- You must be using an approved machine that uses at least 1,880 kilowatt hours (kWh) of electricity annually. These include intermittent peritoneal dialysis machines, oxygen concentrators and haemodialysis machines.
- The discount will equal the cost of 1,880kWh (or 470kWh per quarter) or electricity each year.
- To get the application form you will need to call your electricity provider, hospital supply life support machines or the Concessions information line (1800 658 521).
- Good to know. If you're claiming this concession, you'll also receive the Excess Electricity Concession without needing to apply for it separately.

Medical cooling concession
The Medical Cooling Concession is given between 1 November and 30 April if you or someone in your household has a medical condition which prevents effective regulation of body temperature.

- You must hold a Pensioner Concession Card, Health Care Card or Veterans' Affairs Gold Card.
- 17.5% of electricity usage and service costs. It is given on top of the Annual Electricity Concession.
- Contact your energy retailer or the Concessions information line at 1800 658 521 for an application form.

Winter gas concession
This allows you a discount on your mains gas bill during the winter period from 1 May to 31 October each year. The discount will only apply up to a certain limit after which you'll need to apply for the Excess Gas Concession.

- You must hold a Pensioner Concession Card, Health Care Card or Veterans' Affairs Gold Card.
- 17.5% of gas usage and service costs.
- Call your gas provider and give them your concession card details. Alternatively, you might be able to apply via your provider's website directly.

Service to property charge concession
When your energy bill's usage charge is less than your energy supplier's service charge, the latter is reduced to the cost of the electricity used.

- You must hold a Pensioner Concession Card, Health Care Card or Veterans' Affairs Gold Card.
- This will be based on your usage cost before any solar credits are deduced.
- Your provider should automatically apply for the concession to your account if you are eligible and have provided them with your concession card details.

Rising energy prices shook Victoria in the winter of 2022 along with the rest of the country due to a few key reasons including the war in Ukraine, an increase in demand in the colder months and unplanned outages at coal power plants.
We saw wholesale electricity prices soar to unprecedented levels and we're once again feeling the aftermath in 2023 as the market tries to recover costs.
As a result, on 15 March 2023, Victoria's Essential Services Commission released a draft bill stating that the benchmark pricing would be increased by 30% on 1 July 2023.
The benchmark pricing is also known as the Victorian Default Offer.
This impact will be felt most on households and small businesses on standing offer contracts. You're likely on one if you haven't switched energy plans in over 12 months.
There's no doubt installing solar can help you reduce your energy bills in the long run. However, the main obstacle for homeowners is the upfront costs.
Fortunately, the state has a dedicated website called Solar Victoria to help its residents find out if they're eligible for any rebates. It also has a ton of resources to help people get started on their solar journey.
For example, the Solar Homes Program allows eligible households to get $2,400 in solar panel or hot water rebates plus an additional $1,400 interest-free loan payable over 4 years.

Currently, there are 2 types of electricity contracts offered in Victoria.
- Standard contracts. These types of contracts are set by the government. They apply to energy customers who have never switched providers in Melbourne or wider Victoria or haven't contacted their provider for an energy contract.
- Market contracts. These are set by energy providers and usually come with a contract length, discounts and other benefits, giving customers the opportunity to reduce their energy bills.
The amount of power you use each day is split into different periods. This determines how much you'll be charged at specific times of the day. Unlike other states, Victoria has peak and off-peak times, but no shoulder period.
- Peak. 3pm–9pm Monday to Sunday. This is when electricity is used the most and attracts the highest prices.
- Off-peak. 10pm–7am every day. Electricity consumption drops in off-peak periods, meaning prices are lower.
There are 5 types of tariffs available in Victoria.
- Single rate tariff. This is the common type of residential tariff. You get charged the same rate for electricity regardless of the type of day.
- Step rate tariff. The price you're charged for electricity is done so in usage blocks. Let's assume you use 1,500kWh in a month. Step 1 is charged 10 cents per kWh and the rate for step 2 is 20 cents per kWh. Your usage allowance for step 1 is 40kWh over a monthly billing period. You will get charged 10c/kWh for the first 1,200kWh (40kWh x 30 days) and then charged 20c/kWh for the remaining 300kWh.
- Demand tariff. This is based on the maximum amount of power you use at any one time during the month. You will be charged this rate throughout.
- Controlled load tariff. This type of tariff applies separately to your general electricity consumption. Instead, it is charged for certain appliances such as a slab or underfloor heating, or an electric hot water system.
- Time of use tariff. You will be charged according to when you use energy, whether it's during peak (3pm to 9pm) or off-peak hours (all other times).
